Watershed Management - India's Crying Need

The International Committee of the National Geographic Channel defines watershed on the basis of the criterion that the effect of overland flow rather than the effect of channel flow is a dominating factor affecting the peak runoff. On larger watersheds, the effect of channel flow or the basin storage effect becomes very pronounced so that such sensitivities are greatly suppressed.

Planning and development of watersheds calls for rigorous understanding about the occurrence and movement of water in the surface and sub-surface systems along with soil and nutrient losses in a watershed as the need arises for a proper watershed management of that area .In a country like India where a lot of running water goes on waste it becomes very important to apply the technology of watershed management to solve its annual problems of droughts and floods.

The main objectives of watershed management program are:

1.To generate data on hydro-meteorological, soil, nutrients and process related parameters at watershed level in different agro-ecological zones of the country through instrumentation.

2. To carry out modeling studies on watershed hydrology.

3. To develop SDSS for land and water management at the watershed scale.

4. To assess the impact of on-site and off-site management structures for soil and water conservation.

Outputs expected out of these programs are:

(1) Integrated database for water sector at small watershed level for different Agro-climatic regions.

(2) Spatial Decision Support Systems (SDSS) for watershed management

(3) Scientific indices for impact assessment of watershed management programs.

(4) User manual for using the database and SDSSs

In India, demand for water exceeds supply. Conflicts are increasing over shared water resources between agriculture, industry, and urban domestic use as well as between state governments. Sustainable water management is thus crucial for economic development and people's livelihoods in India.

Various projects are going on in India on watershed management programs. For example The Confederation of Indian Industries (CII) and the World Economic Forum are the lead partners combining their existing networks and convening power to benefit sustainable development in India. USAID India and UNDP have also committed to building the Indian Business Alliance on Water (IBAW).

IBAW serves as a non-biased multi-sectoral platform for developing projects and exchanging good practices to enhance sustainable water and watershed management in India. Its objective is to improve water availability and quality to businesses, communities and the environment by providing a neutral platform to help multistakeholders to foster dialogue, raise a level of awareness, explore, and capture opportunities for coorperation in the water sector.

Watershed management basically involves harmonizing the use of soil and water resources between upstream and downstream areas within a watershed toward the objectives of natural resource conservation, increased agricultural productivity, and a better standard of living for its inhabitants. Identifying and addressing the significant externalities associated with a watershed is critical for these objectives to be achieved in a sustainable manner.

The Bank of Netherlands Partnership Program (BNWPP) in India basically aims at this. Even though in India watershed development has largely evolved into generic rural development programs. Despite the broader movement towards more decentralized and devolved management of natural resources, the sustainability and equity of public investments in watersheds have been increasingly called into question. The challenge of identifying and further developing institutional innovations which have succeeded in overcoming the problems posed by watershed externalities is an immediate concern is something which the Bank of Netherlands Partnership Program is exploring.

Landscape and climate changes as well economic developments in watersheds stimulate a corresponding cascade of dynamic adjustments in both water quantity and quality at locations further downstream. Sophisticated hydrologic simulation models and GIS have become the standard means for assessing the impacts on water resources systems in India.

For the last three decades the US-inspired International Crops Research Institute for Semi-Arid Tropics (ICRISAT), in Hyderabad, one among the "international links" scattered along the length and breadth of the disadvantaged nations of the world, India included, has received massive funding from the Consultative Group for International Agriculture Research (CGIAR).

In the 1980s and 1990s agricultural scientists and planners aimed to promote rain-fed agriculture through watershed development. A watershed is an area from which all water drains to a common point, making it an interesting unit for managing water and soil resources to enhance agricultural production through water conservation.

It is an eye-opening fact that by the late 1990s, annual expenditure on watershed development in India approached almost an equivalent of $500 million (Rs 2,500 crore), yet very little concrete information is available on the success or failure of the different project approaches.

A lot more needs to be done even though the government of India and the various states Governments together with the international organizations are doing a lot to make this concept a success in India yet a lot more needs to be done so far the success story of watershed management in India has been a mixed bag.

How to Avoid Capital Gains Tax and Inheritance Tax on the Transfer of Property to Children

Capital gains tax. Lets look first at the capital gains tax position of a transfer of property. On the assumption that the parent is UK resident and domiciled any transfer of property will be subject to UK capital gains tax. You'll therefore need to calculate the gain arising and crucially to consider the offset of reliefs to reduce this gain.

It's worth noting that the residence of the child is irrelevant for UK tax purposes. Therefore, even if they are tax resident in a tax haven, the UK resident and domiciled parent will still have to consider their own capital gains tax position.

As parents are classed as 'connected' with their children for capital gains tax purposes, any transfer from the parents to the child is treated as a market value transfer. As such, even though the children don't pay any proceeds to the parent for the property when calculating the capital gain it is the market value of the property that needs to be considered.

The gain will therefore represent the uplift in value from the date of acquisition or probate value to the market value at the date of transfer. Note if the property was acquired before March 1982 there are special provisions that can apply to deem the cost to be the market value at March 1982.

What reliefs are offset?

It is the reliefs that can significantly reduce any capital gain. The main reliefs that any parent would be looking to consider to reduce the capital gain would be:


  • Indexation relief if the property was acquired before April 1998. This adjusts the cost (or probate value) for the effects of inflation up until April 1998

  • Taper relief. You'll need to consider what type of property it is. If you're looking at transferring a residential property it will nearly always be a non business asset. This will reduce the capital gain by up to 40% if you've owned it for at least ten years. Ownership of less than this will qualify for a reduced rate of taper relief (eg ownership of 5 years will qualify for taper relief of 15%) dependent on the period of ownership above three years. So three years ownership qualifies for 5% relief, four years for 10% etc.If however the property is either a Furnished holiday let or is used for the purposes of a trade (eg it is a shop, office or factory that is transferred and it has been used by a trader) it will qualify for at least some business asset taper relief. This can be very beneficial as maximum business asset taper relief can reduce the gain by 75%. So if you're looking at transferring a business asset the gain is likely to be significantly reduced.




  • Gift relief. If a property is used for the purposes of the parents trade or their trading company they may be able to claim gift relief. This allows a deferral of the gain arising (provided the child agrees!) and allows the parent to pass the property to the child free of capital gains tax. The future disposal of the property by the child would then crystallise the deferred capital gain.

  • Annual exemption. If the parents own the property jointly the humble annual capital gains tax exemption should not be forgotten. It allows each individual to exempt (currently) £9,200 of any gains from capital gains tax in each tax year. So if the parents had no other capital gains, the annual exemption could ensure that a gain of around £18,400 was fully exempt from tax.

Other capital gains tax exemptions such as rollover relief and the EIS deferral relief would not apply as there are no disposal proceeds!

Non UK resident parents

If the parents are non UK resident and non UK ordinarily resident they can transfer UK property to their children free of CGT subject to two caveats.


  • Firstly this doesn't apply to any property that is used for the purposes of a UK trade. Therefore if you run a UK business and use the property for that business you can't claim the CGT exemption even if you're non UK resident.

  • Secondly if you own the property at the date you leave the UK you'll need to ensure that you remain non UK resident for at least five complete tax years to avoid UK capital gains tax. If you come back before the expiry of five tax years the capital gain will be charged in the tax year of your return.


Non UK domiciled parents

If the parents are UK resident but non UK domiciled they can transfer overseas property to their children free of capital gains tax. This applies irrespective of the residence and domicile status of the children. If the property was UK property this exemption would not be available and the capital gain would simply be charged as usual.

Form of transfer

It's important to note that the transfer needs to be of the beneficial interest in the property. This does not necessarily tie in with the legal interest.

This means that if you wanted to transfer the property to your children you could transfer just the beneficial interest and retain the legal interest, or transfer the legal and beneficial interest together. If you transferred just the legal interest and retained the beneficial interest there would be no effective transfer for Capital Gains purposes and you'd still be treated as the owner of the property in law.

It can sometimes be easier to just draft a deed of gift and arrange for the beneficial interest to be transferred.

Inheritance taxAny transfer at undervalue from the parents to the children will usually be a potentially exempt transfer ('PET') for inheritance tax purposes. Again I'm assuming initially that the parents are UK resident and domiciled.

So in the case of a gift of the property the full market value of the property will be treated as a PET. If the children were to pay some of the value to the parents it would only be the difference between the market value and the amount paid that would be a PET.

With a PET there is no immediate Inheritance tax charge on the parents and provided they survive for at least seven years from the date of the transfer the amount gifted would be excluded from their estates for inheritance tax purposes.

Note that the residence and domicile status of the children is again irrelevant.

Non Resident parents

Non UK resident parents would have no impact on the Inheritance tax position, and the transfer would still be a PET for inheritance tax purposes.

Non Domiciled parents

If the parents are non UK domiciled they can transfer overseas property to their children free of any Inheritance tax implications -- irrespective of whether they survive for seven years or not. UK property is unaffected (unless it's owned via an offshore company) and non UK domiciled parents would still be classed as making a PET on the transfer of UK property to their children.

Gift with reservation of benefit rules

If the parents make a gift to the children and retain a benefit in the property transferred there are special anti avoidance rules than can ensure that the property is not classed as a PET for Inheritance tax purposes.

Instead the property remains within their estate for Inheritance tax purposes until the benefit ceases. This could apply for instance if the parents continue to live in the property, of if they continue to benefit from the rental income obtained from the property. One way that they could get around having the property still in their estate would be to pay the children a market rate for the benefit that they get from the property (eg market rental).

Stamp duty Land TaxUnless the property is mortgaged the parents should be able to transfer the property to the children free of stamp duty providing it is a genuine gift. If there was any proceeds payable to the parents this would then be classed as 'chargeable consideration' for stamp duty purposes and a stamp duty charge would need to be calculated.

Note that if there is a mortgage or any other form of debt that is transferred from parents to the children with the property this would also be classed as 'consideration' for the purposes of stamp duty.

That combination sounds wierd, but it was more of personal gift of things we had conversations about like Strindberg or wolf children or Cambodia or his son's music, etc Anno was a poet and musician. You can fill with a variety of inexpensive items and you have lots of choices. You can easily customize each basket to your recipient.

I've put together a few great ideas for making food lover's gift baskets, complete with instructions on how to make them. You can make inexpensive gift baskets or expensive gift baskets depending on your budget.

You can find many inexpensive items for use in making your gift baskets or filling your gift baskets at 'dollar' stores, craft stores, party stores, discount outlets, flea markets, close-out stores, etc.

For gift containers you can use: any type of basket, wicker basket, straw basket, bucket, laundry basket, plastic container, toy dump truck or other large toy truck, purse, tin, Christmas tin, seasonal container, large tea pot, large upside-down hat, or plastic storage container-put lid underneath.

Other items might be: extra-large coffee mug, boot, potted plant holder, wire basket, large pasta bowl, large popcorn bowl, cooking pot, clay pot, tackle box, colander, small wagon, skillet, antique trunk, champagne bucket, hamper, Asian-style trunk or picnic basket.

For gift basket liner you can use: tissue paper, shredded paper, shredded newspaper, tea towels, dish towels, hand towels, kitchen towels, colored towels, colored napkins, placemats, diapers, baby blankets or fabric pieces.

For gift basket filler you can use: shredded colored paper, straw, Easter basket grass, crumpled newspaper comics, a bed of wrapped chocolates or other wrapped candy.

For items in the container it'll depend on the specialty or theme of the gift basket. In this case, for a food lover. Here is a small random sampling to give you just a few ideas:

Flavored teas, green tea, specialty tea, herbal tea, biscotti, tea infuser, small tools, kitchen gadgets, healthy snacks, fancy chocolates, boxed chocolates, chocolate bars, hot chocolate mix, specialty coffee mix, or a handwritten food related poem.

Homemade cookies, homemade brownies, homemade jams, popcorn, caramel corn, giant-size boxed candy, candy canes, suckers, lollipops, apple, pear, orange, persimmon, mango, papaya, chips, pretzels, nuts, coffee mug, gourmet pasta, or gourmet olive oil.

Cooking tools, cooking gadgets, measuring spoons, pre-packaged food items, pancake mixes, brownie mixes, cookie mixes, wooden spoons, your best chocolate chip cookie recipe, Italian recipes, Mexican food recipes or other ethnic recipes, birthday poems, or cinnamon sticks.

For gift basket wrapping you can use tulle netting or I like to use cellophane wrap. You can buy it in large rolls. Look for specialty packaging outlets where you can buy it wholesale. Tie off the wrapped basket with ribbon. Wired fabric ribbon is best if you have it.

For bows: You can use pre-packaged bows but making your own bows is easy and the best if you can do it. Use a large or huge bow.

Assemble all your gift basket items, tools, etc. Now line your selected gift container. Now stuff the selected filler into the gift basket to give added height to your items. Place, layer and arrange your selected items on the filler in the gift container. Put the larger items in the back, the smaller items in front.

Fill in the holes or prop up with more filler (shredded paper, Easter basket grass, wrapped chocolates, napkins or holiday napkins etc.)

Also you can use 'picks' of artificial flowers to fill in space. Place your cellophane or other wrap under the gift basket. Center the gift basket on the wrap. Bring the cellophane or other wrap over the top of the gift basket and tie it with ribbon and or a beautiful bow! Use ribbon and bows to match your theme colors.

Tuck a card in the ribbon and that's it!

You can find fabric or wired ribbon cheaply at Costco-- especially in the fall prior to Christmas but often throughout the year in some stores. You can shred paper in a paper shredder. If you're going to need a lot of cellophane you can purchase it wholesale through the packaging specialty stores throughout the U.S. but should be easily found in craft stores.

General tips: Try to use non-perishable items except for fruit for fruit baskets. Use freshly packaged food items, because even packaged crackers and cookies can go stale in a couple of months.

You can find filler flower 'picks' at garage sales for pennies. If you buy wholesale they are usually around a dollar each. Try not to mix chocolate or other food fragrant items with non-food fragrant items in the same basket.

Also there's nothing like learning how to make gift baskets from a video or DVD for making cheap and easy gift baskets. You can view it over and over again and share with your children, other family members and friends.

You can even charge for classes with your new-found knowledge and/or start a home based business if you so desire. In any event, making a food lover's gift basket is cheap and easy.

Flora of India

Last morning a beautiful bouquet welcome me when I woke up early in the morning. It really made my day and was thinking how beautiful the flowers are. It is true that "when words escape, flowers speak."

The bouquet was full of colorful lovely flowers like - rose, jasmine, marigold, bougainvillea and some lovely orchids. The bouquet was made by my daughter with the flowers of my garden. It was a priceless gift to me.

At the same time I was thanking to nature to be so bountiful. The beautiful flowers tell us so many things. We can convey passion, love, respect, congrats, apology through flowers. These are the perfect gift for any occasion. Flowers also differ from country to country.

In India the most popular flowers are - rose, marigold, night queen, jasmine, lotus, bougainvillea, hibiscus and many more. Here every day people worship a deity with flowers. It has been considered that flowers are the best way to offer payers to our God. Indians uses flowers, plants, herbs like neem, Tulsi in many daily activities. I still remember long back when I cut my finger while playing, my grand mother collected some leaves of marigold, rub them with her finger and put the juice on my cut to stop the blood coming out. Amazingly it worked. There are so many flowers and plants in India which have great medicinal value. There are different flowers tour or eco flora tour for the nature lovers available in India which take people to the world of flowers.

Yes! Just a beautiful bouquet took me to a world of thought and made me write a brief about the flora of India.

Merry Christmas to Roger

A video I made for Roger, since he is away in India for Christmas. The quality is crap, since I had to shrink it down to get it way less than the original size, and the ending's music is a bit screwed up, because I added in a last minute clip, but otherwise, it's all good. Thanks again to everyone for helping me out. :) It made for a good, sentimental (read: cheesy) gift.
